德治、法治、自治语境下的基层社会管理创新

摘　　要：在中央提出推进国家治理体系和治理能力现代化的大形势下,桐乡市以高桥镇为试点逐步推进德治、法治、自治"三治合一"的基层社会治理实践,充分发挥"德治"、"法治"、"自治"的重要作用,维护群众权益,引导群众向善,在社会治理中注重公众参与,成功激发了社会活力。In the situation that the central government promoting the modernization of national governance system and the governance capacity, Tongxiang, taking Gaoqiao county as the pilot test, gradually implements the ＂three rules in one＂ local governance practice. This kind of practice gives full play of the＂rule of virtue, rule of law and autonomy＂ to protect people＇s legitimate rights and interests, to guide the masses to conduct goodness. It focused on public participation in social management and successfully inspired the social vitality.
