摘 要:新常态对国土资源工作、矿产资源规划编制及资源管理改革提出的新要求、新任务和新期待。第三轮矿产资源规划应以优化开发利用布局,制定差别化管理政策,完善开发利用总量调控机制,着力打造规划实施平台为重点内容。规划编制中应重点处理好规划编制与区域发展的结合,统筹协调资源开发与环境保护,矿业权设置方案与矿产资源相关规划的整合,矿业权重叠,砂石黏土类矿产开发规范管理,地上地下、用地用矿统筹等问题。The new requirements, tasks, and expectations on land and resource work, mineral resource planning compilation, and resources management reform are presented in the new normal economy. In response to this, for the third round of mineral resources planning, we must focus on optimizing development and utilization arrangement, formulating differentiated management policy, developing systems to regulate the total quantity of mineral resource development and usage, striving to build the platform for planning implementation. This paper points out that in working to promote planning compilation, we must lay emphasis on the following aspects: formulating planning must be according to the regional development; coordinating resources development and environmental protection; integrating the setting scheme of mining rights, and the planning related to mineral resources; the issues regarding the cross and repeated mining rights; standardized management for mineral exploitation such as sand clay class; and making overall arrangements for the ground and underground, as well as land and resources usage.
