县级疾病预防控制中心突发公共卫生事件应对能力的评价指标体系构建研究

摘　　要：目的构建广西县级疾病预防控制中心突发公共卫生事件应对能力评价的指标体系。方法在文献梳理和专家小组讨论的基础上,进行两轮德尔菲专家咨询法来构建指标体系。结果两轮专家咨询的积极系数很高,分别为0.95和0.93;权威系数分别为0.76和0.75;协调系数分别为0.2467和0.3575。确定了县级疾病预防控制中心突发公共卫生事件应对能力的5个一级指标和31个二级指标及其重要性和权重。结论所构建的广西县级疾病预防控制中心突发公共卫生事件应对能力的评价指标体系结构合理、可信度高。Objective To construct the evaluation index system for public health emergency response capacity of county-level CDC in Guangxi. Methods A two-round Delphi expert consultation was conducted based on literature review and expert panel discussion.Results The response rates of the two rounds consultation were 95%and 93%.The coefficient of experts’authorities was 0.76 and 0.75 respectively.The Kendall's coefficient was 0.2467 and 0.3575 respectively.This study constructed the evaluation index system for public health emergency response capacity of county-level CDC in Guangxi, which contains 5 first-tier indicators, 31 second-tier indicators. Conclusions The evaluation index system was rational and reliable.
