On Consumers' Cooperatives and Cooperative Unions during the Anti-Japanese War

摘　　要：抗战前后,时人关于联合社必要性的阐释与政府相关法规的构建为消费合作社联合社的成立奠定了思想基础与制度保证。消费合作社联合社基本单位是社员社,代表大会与理监事会是权力机关与监督机关,遵行民主运营原则,职权划分较为明晰。总体而言,消费合作社联合社一定程度上适应了战时特殊环境的需要,有助于调节物资、平抑物价;同时也存在诸多问题。Before and after the Anti-Japanese War,illustrations of the necessity for cooperative unions and the enactment of relevant government regulations had laid an ideological basis and system guarantee for the founding of consumers＇ cooperatives and cooperative unions. The basic unit of consumers＇ cooperatives and cooperative unions is the member＇s club while the member congress and the supervisory committee are its organ of power and its supervising organ,with each department or unit operating in the principle of democracy and having its clear distinction of functions and power. On the whole,consumers＇ cooperatives and cooperative unions,which emerged in response to the need of the special social milieu during the Anti-Japanese War to some extent,was conducive to regulating goods and materials and stabilizing commodity prices despite its numerous problems in itself.
