摘　　要：2013年新版《建设工程工程量清单计价规范》正式实施,文章从业主角度出发,提出业主充分认识工程量清单在工程造价控制管理中的重要性,以工程量清单为核心,做好招投标阶段和施工阶段投资控制工作。With the formal implementation of the new edition of ＂Code of Valuation with Bill Quantity of Construction Works＂ （2013）, the paper, from the Employer＇s view, suggests that the Employer shall fully understand the significance of bill of quantities in controlling project cost and shall well control the project cost in both bidding and con- struction stages.
