基于双轨制管理主体的卫生全行业管理模式探讨

摘　　要：通过文献分析,明确卫生全行业管理内涵,分析卫生全行业管理的优势主要体现以下4方面:明确管理主体职能、统一管理制度标准、有效整合医疗资源、充分发挥竞争优势。针对目前卫生行业发展现状,提出构建基于双轨制管理主体的卫生全行业管理模式:卫生行政部门负责宏观管理职能,具体包括制定政策、统筹规划、宏观调控、准入管理和整合资源;卫生行业协会负责中观管理职能,具体包括组织协调、服务监督、制定标准、信息共享、行业调查、技术推广。Through document analysis, this research clarified hygiene industry management concept. There were four major advantages of hygiene industry management, including clearly defined duties and obligations of manag- ers, unified management standard, efficient integration of medical resources, and allowing full play to competition. According to the current condition of hygiene industry, double track hygiene management mode was proposed to manage the whole hygiene industry. Hygiene administration department should be in charge of macro-management functions, involving formulation of policy, overall planning, macro-regulation, management admittance and re- source integration. Hygiene associations should be responsible for intermediate management functions, containing coordinating organization, supervising service, establishing standard, sharing information, conducting survey and spreading technology.
