摘　　要：协调快速发展时期资源利用安全与资源利用效率之间的关系,保障经济发展、生态和谐与社会安定,是转型期土地政策宏观调控研究的重要课题。通过政策调控目标的秩序化重构、经济规制政策的适应性调整、生态规制政策的前瞻性设计、社会规制政策的公平性改良、政策实施路径的网络化布局等优化调控路径,解决中国快速城镇化进程中的土地利用经济安全、生态安全和社会安全问题,拓展了土地调控政策回应社会转型、结构变革和可持续发展的理论视野,为转型期资源利用安全问题的政策调控研究提供了一点理论范式和实践路径。How to coordinate the relationship between the safety and efficiency of resources utilization during rapid development, and secure the economic development, ecological harmony and social stability, is an important subject for policy control. To solve the problem about land use of economic security, ecological security and social security issues in the rapid urbanization in China, the measures of policy control, such as policy goal orderization, adaptable adjustment of economic regulation, prospective design of ecological regulation, fairness improvement of social regulation and policy structure networking, were used. These methods expand the horizons of theoretical research on the public sector to respond to social transformation, structural change and sustainable development, and provide a theoretical paradigm and practice path for the policy control study of resource utilization during the transition period.
