摘　　要：整合当地的政府资源、企事业资源、移民资源,将各种要素进行优化、组合,政府发挥发动机驱动功能,企业和学校积极推进,动员移民积极配合,"三位一体"相互结合、系统化协作运行;通过政策、资金投入、设备建设、文化活动策划和队伍建设、教育投入、系统化教育、经堂教育结合、课程开发、设立教育基金、干部本族化、特色活动等各种措施,实现东乡族移民文化健康发展。Integrate the local government, business, and migrant resource, optimize and combine the various elements. The government plays engine driving function, businesses and schools actively promote,immigrants actively cooperate with, and ＂Trinity＂ must operate and collaborate with each other. Realize the healthy development of Dongxiang immigrant culture by a variety of measures such as the policy, capital investment, equipment construction, cultural activities planning, team building, education input, systematic education, combining with church education, curriculum development, setting up education fund, cadres family oriented, and special events.
