摘　　要：目的调查河南省职业卫生技术服务机构现状以及煤炭开采建设项目职业病危害评价的总体状况,分析职业病危害评价书中存在的问题。方法抽取4个职业卫生技术服务机构(其中甲级1个、乙级3个),分析各机构自2008—2013年以来开展的所有煤炭开采项目职业病危害评价报告书,对分析结果进行评价。结果河南省煤炭开采建设项目甲级职业卫生技术服务机构仅有2家;33个煤炭开采建设项目中职业病危害预评价率偏低(21.21%);控制效果评价报告书存在的主要问题:预评建议落实率低和"三同时"执行率低,仅为3.03%;工程试运行情况分析不详细;对辅助用室的描写不清楚。预评价报告书存在的主要问题:生产工艺流程分析过于简单、职业病危害防护措施分析不细致,不全面。结论河南省职业卫生技术服务机构偏少;煤炭开采建设项目职业病危害预评价率偏低;评价报告书中存在许多问题,评价报告质量还有待提高。[Objective] To investigate the present situation of occupational health service in Henan province and the overall situation of occupational disease hazards evaluation for coal mining construction project, analyze the problems existing in the evaluation reports.[Methods] The occupational health services status in Henan province and the overall situation of occupational hazards evaluation for coal mining construction project were understood through the relevant administrative departments. Four occupational health service institutions（ including 1 grade A institution, 2 grade B institution） were chosen, all of the occupational disease hazards evaluation reports of coal mining projects in these institutions from 2008-2013 were analyzed.[Results] There were only 2 grade A occupational health service institutions of coal mining construction project in Henan province. The pre-assessment rate of occupational disease hazards on 33 coal mining construction projects was low（ 21.21%）, The main problems of control effect assessment reports including： the implement rates of pre-assessment advice and ＂ Three Simultaneity＂ were low（ 3.03%）, analysis of engineering commissioning situation was not detailed, auxiliary room description was not clear. The main problems of the pre-assessment reports including： the analysis of productive process was simple, the analysis of occupational hazard protective measures was not careful and comprehensive.[Conclusion] The occupational health service institutions is fewer, the pre-assessment rate of occupational disease hazards on coal mining construction projects is lower, and there are still many problems in the evaluation reports, the quality of evaluation reports should be improved.
