摘 要:运用投入导向的BCC模型和Malmquist生产率指数对2007—2012年中国大陆24个省市国家火炬计划项目进行静态和动态的全面效率评价分析,并利用Tobit模型揭示国家火炬计划项目技术效率的关键影响因素。研究结果表明:国家火炬计划项目效率水平不高,并且同时存在区域间差异与区域内差异;国家火炬计划项目整体经营效率呈改进趋势,技术效率的提升和技术进步都对其具有推动作用,且技术进步的贡献更大;项目规模、产业绩效、产业结构和劳动力素质等变量对国家火炬计划项目技术效率具有显著影响。This paper makes a comprehensive analysis of the static and dynamic efficiency of National Torch Program Projects in 24 administrative regions of China from 2007 to 2012 through using input oriented BCC model and Malmquist productivity index, and employs Tobit model to test its influencing factors. The results show that the efficiency of National Torch Program Projects is not high, and at the same time, it has huge differences cross and within regions. The overall operational efficiency of National Torch Program Projects is increasing. The improvement of technical efficiency and the technical progress have a positive impact on it. Project scale, industrial performance, industrial structure and the quality of labor force have significant influence on the technical efficiency of National Torch Program Projects.
