“广场舞扰民”对建设和谐城市的启示

摘　　要：通过文献资料法、逻辑分析法针对广场舞扰民事件等社会问题进行分析研究,发现城市空间布局不合理;缺少体育活动空间和健身设施;缺乏可操作性的法律条文导致有关管理机构面对公民发生矛盾和冲突时,政府职能未能及时奏效;城市公共管理不健全,存在监管盲区;居民自身素质低,缺乏社会公德和荣辱观等问题。因此,本文从建设和谐城市的角度出发,提出一系列可行性的解决措施,以期为建设和谐社会贡献绵薄之力。With methods of literature and logical analysis, the paper analyzes and studies social problems like square dancing nuisance. The results show that： unreasonable urban spatial layout, insufficient physical activity space and fitness facilities and lack of maneuverable laws lead to untimely response of government functions when relevant administrative agencies dealing with civil conflicts. Other problems like unsound urban public management leads to blind area of management; low quality of residents and their lack of social morality and outlook for honor and dishonor also exist. Therefore, starting from the perspective of constructing harmonious city, the paper proposes a series of feasible measures with the intention to make contribution to the building of harmonious society.
