摘　　要：国家建设集体土地征收一般实行"又征又转"的征地政策,黄河下游"十三五"防洪工程淤区征地将采用"只征不转"模式。通过对"又征又转"和"只征不转"两种征地模式进行对比分析,认为黄河下游防洪工程采用"只征不转"征地模式是征地制度的改革和创新。The policy of “land acquisition changing the original land use” is generally implemented during collective land acquisition for national construction projects, while“land acquisition keeping the original land use” is implemented for short-term flood control works and the upcoming flood control works of the 13th National Five-Year Plan in the Lower Yellow River. Based on comparison of the aforementioned two ways of land acquisition, this paper presented that“land acquisition keeping the original land use”for flood control works in the Lower Yellow River is a reform and innovation.
