摘　　要：目的构建市级疾病控制机构突发公共卫生事件应急能力常规量化考核指标体系。方法运用文献研究法,建立突发公共卫生事件应急能力评价指标体系的框架结构,筛选相关领域专家参与本次研究,通过两轮函询完成专家咨询活动,计算专家权威程度、协调系数等指标,依据统计结果及专家意见对指标体系进行修改。结果选取24位来自卫生行政、疾病控制机构、公共卫生教育等领域,工作经验10年以上,具有副高级以上职称的专家,进行专家咨询。通过第一轮和第二轮的专家咨询,回收的有效问卷率分别为92.31%和100.00%。91.67%以上的专家权威系数在0.8以上。两轮专家咨询后调查问卷最终形成。结论本研究构建了市级疾病控制机构突发公共卫生事件应急能力评估指标体系。该指标体系由7个1级指标,16个2级指标,43个3级指标构成。Objective To build a regular quantitative assessment index system of the emergency response capacity for public health emergencies in the municipal centers for disease control（ CDC）. Methods A frame structure of the evaluation index system of the public health emergency response capacity was established by using the study of literature,some experts in relative fields were screened to participate in this study,the expert consultation was completed through two rounds of enquiry and the degree of the experts＇ authority,coordination coefficient and other indexes was calculated; and finally the index system was revised according to statistical results and experts＇ advice. Results 24 consultant experts were selected from the areas of public health administration,CDC,public health education etc,who had more than ten-year working experience,and the high-level academic titles. After two rounds of expert consultation,the valid usable return rates of the questionnaire were 92. 31% and 100. 00%,respectively. More than 91. 67% experts＇ authoritative coefficient was above 0. 8. The questionnaire was eventually formed after two rounds of expert consultation. Conclusions This study has built the evaluation index system for the emergency capacity of the municipal CDCs,which contains 7 first-tier indicators,16 second-tier indicators,and 43 third-tier indicators.
