摘　　要：根据有关建设工程类企业资质的法律法规,通过案例分析,针对高校自主招标在建设工程投标人资质选择方面存在的问题,提出了如何选择建设工程项目投标人资质的原则。由于高校内部自主招标项目资金在"限额"以下,工程规模较小,技术含量简单,一般应选择具有"专业承包三级",偶或选择"施工总承包三级"资质的投标人即可。Based on the relevant laws and legislations ,through the cases analyses ,in view of the problems of choosing the construction project qualification of a tendering party in the cases of independent tender in colleges and universities ,this article proposes the principle how to choose the construction project qualification of a tendering party .Since the bidding project fund is below the“quota ,” the project scale is comparatively small , and the technology is relatively simple ,generally ,the bidders with “the Qualification of Level 3 in Specialty Contracting” should be chosen ,or casually those with “the Qualification of Level 3 in Construction General Contracting”could be selected .
