香港民主发展历程的回溯与展望

摘　　要：普选和民主进程是香港回归17年来在香港社会的主要政治议题。近几年来,为了争取实现所谓的"真普选",香港市民以及团体活动采取的行动越来越激烈,此次在香港发生的"占领中环"非法集会活动,把反对特区政府和《基本法》的行动推到了顶峰。纵观香港社会民主发展历程,就会发现香港社会中民主政治的问题有着深刻的社会背景,很多时候制度安排并非简单的对与错问题,而是有时代因素和政治因素的考虑,至少在香港问题上是如此。如今,在新的历史境遇面前,部分香港市民应该在"一国两制"的制度框架下,按照循序渐进的原则,理性地看待和推动香港社会的民主发展,共同谱写香港社会民主发展的新篇章。Universal suffrage and the democratic process are major political issues in the Hong Kong society since Hong Kong has returned to China. In recent years,in order to achieve the so-called ＂real elections＂,action taken by the Hong Kong people as well as some groups is more and more intense. The case of ＂Occupy Central＂in Hong Kong,the illegal rally opposing to the Government and the ＂Basic Law＂reaches the peak. Throughout the history of Hong Kong＇s democratic development,we will find that the problem of democracy is based on profound social background. Most of the time,the system arrangement is not a right or wrong question,but it concerns some time and political factors,at least,when it comes to Hong Kong. Now,in the face of the new historical circumstances,some Hong Kong people should follow ＂one country two systems,＂promote the development of social democracy step by step in Hong Kong in accordance with the principle of reason,and jointly write a new chapter in the development of social democracy in Hong Kong.
