摘 要:根据我国各省建筑业2005-2012年的相关数据,以建筑业从业人数、科技经费支出总额、技术装备率、建筑业总产值作为投入指标,以建筑业的CO2排放量、建筑业总能耗2个指标作为低碳行为的产出指标,构建基于投入产出分析的DEA(Data Envelopment Analysis)模型计算我国建筑业低碳行为下的静态效率,利用Malmquist指数分析我国建筑业低碳行为下的动态效率,并进行静态效率与动态效率的比较.结果表明,在2005-2012年期间我国建筑业低碳行为下的整体效率偏低,大部分区域的建筑业低碳效率与处于最优生产前沿面上的决策单元差距大,在技术效率及规模效率上都仍有较大的改进空间.通过静态效率与动态效率的比较分析不同区域建筑业低碳行为模式的差异,并提出了提高建筑业低碳效率的对策建议.According to the data of China^s provincial construction industry from 2005 to 2012, under low carbon constructional low carbon behavior, the data envelopment analysis (DEA) model is established based on analyzing output to calculate static efficiency by using number of construction professionals, total amount money on research development, technical equipment rate and total amount money on research de- velopment, technical equipment rate and total value of construction as input indicators; using CO2 emission rate in construction and total energy consumption as two output indicators and Malmquist indicator is ap- plied to interpret dynamic efficiency. Both efficiencies are compared. The results show that the overall effi- ciency under the behavior of low carbon construction industry is low, during the period of 2005--2010. There is a big gap between construction low carbon efficiency and the decision making units of optimal pro- duction frontier surfaces and there are larger input redundancy and output deficiency. There is still large room for improvement on technical efficiency and scale efficiency. At last, on the basis of comparing both static and dynamic efficiency, it distinguishes the difference between constructional low carbon behaviors a- mong different areas, and puts forward the advice to improve the low carbon efficiency of construction.
