摘 要:科技项目绩效评价的关键在于指标体系的构建以及评价方法的选择。根据国内外科研机构对科技项目评价指标体系的研究,建立科技项目绩效评价指标体系,构造基于网络层次分析法(ANP)的科技项目绩效评价模型,解决各元素之间存在相互依赖、相互影响的问题,借助Super Decision软件计算各指标的权重并进行分析,最后通过实际案例证明模型的可行性。As to scientific evaluation on the technology projects performance, the most important point is to construct the evaluation index system , and choose the evaluation method. Referring to the evaluation index system of science and technology, which is proposed by the domestic and foreign research institutions of science and technology, an evaluation index system of science and technology projects performance is established, and a performance evaluation model based on the analytic network process (ANP) is constructed. The model solves the problem that the elements depend on each other and interact with each other. With the help of the Super Decision software, the weights of every index are calculated and analyzed. Meanwhile, the evaluation model shows its feasibility through the actual example.
