农业院校科技工作者的农村公共服务动因维度结构与测量

摘　　要：强化科技工作者的农村公共服务动因是农业院校服务新农村建设的关键所在。西方学者尝试运用公共服务动机来解释公职人员的"亲社会行为",但目前为止,从主体的公共服务动机、客体需求动因和制度环境动因3个方面对公共服务动因进行系统实证研究的较为少见。建构农村公共服务动因的6个维度并进行实证测量,研究发现,除公共服务动机的4个维度外,农村公共服务的客体需求和制度环境亦是农村公共服务动因的构成维度,其中农村公共服务客体需求在农村公共服务动因中所占的权重位居6个维度的首位。其实践意义在于,要高度关注农业院校科技工作者从事农村公共服务的外部动因。Strengthening the rural public service by the science and technology staff is the key to new countryside construction. Western scholars try to use public services motive to explain ＂pro - social behavior＂ of the public officers, but so far, the empirical research from the subject＇s public services motivations, object demand cause and institutional environment cause is rare. This research constructed the rural public service causes six dimensions and carried out empirical measurements. We found that, in addition to the public service causes four dimensions, the object demand of rural public services and the institutional environment are also rural public service cause＇s dimerisions. The object demand of rural public service is the top priority of the rural public service cause. Therefore, we should concern about the external cause of the agricuhural universities technology staff＇ rural public services.
