摘　　要：西柏坡时期,中国共产党在严峻形势下,形成了规矩意识,制定并颁布了系列规矩和制度,其制度条文具体、有章可循,监督、检查、落实到位。这启示中国共产党任何时候都要坚持党性教育,增强纪律意识,领导干部要率先垂范,要坚持问责制,将规矩和制度落到实处。At Xibaipo,the Communist Party of China formulates sets of rules and disciplines faces the tough situations.
