摘　　要：本文分析了国土资源系统专家库的建设情况,总结归纳了目前专家管理的特点和方式,通过调研指出项目管理过程中评审专家管理存在着薄弱环节。在探讨其他行业专家管理经验的基础上,提出国土资源部层面整合专家库、针对评审专家的资信情况构建评价指标、健全激励约束机制的建议。This paper analyzes the current situation of resources, summarizes the characteristics and approaches construction of expert databases in the field of land and of current expert administration, points out the weakness in the administration of experts in charge of evaluation in the process of project management. This paper introduces the experiences of expert administration accumulated in other sectors, suggests integrating the expert databases at the layer of the Ministry of Land and Resources, establishing qualification and credit evaluation indicators of the experts in charge of evaluation and improving the accountability and incentive mechanisms.
