新常态下云南产业园区转型升级的路径探析

摘　　要：产业园区是推动经济发展的重要增长极,也是促进经济快速增长的重要支撑。当前经济发展进入新常态,尤其是《国务院关于加强地方政府性债务管理的意见》(国发〔2014〕43号)、《国务院关于清理规范税收等优惠政策的通知》(国发〔2014〕62号)的出台,云南产业园区原有的投融资、招商引资、产业发展、用地方式已不适应新常态的要求,必须要依靠新动力、找准新优势、实施新举措、培育新亮点,从突出规划引领、做优融资平台、创新招商引资、发挥比较优势、强化要素保障五个方面,推动产业园区焕发新的生机和活力,切实担负起区域经济转型发展、提质增效的"突破口"和"加速器",实现转型升级、弯道超车、绿色低碳发展。The industrial gardens are the forces for economy development and support for fast economy in- crease. The former approaches to investment and invitation of fund, industrial development and land use can not satisfy the requirements of the new normal and they should rely on new forces, innovative advantages, new approaches and new highlights. The industrial gardens can be promoted through leading roles of planning, better and innovative platform for inviting investment, comparative advantages and guarantee elements so that the economy transformation and development can be achieved.
