北京市新农合按DRGs付费试点阶段成效分析

摘　　要：目的了解北京市新农合试点DRGs付费的效果。方法调取试点医院和对照医院的2011年至2014年相关数据，从费用管理效果和费用管理过程2个方面选择一些指标进行分析评价。结果试点医院费用消耗指数年均下降3．2％，时间消耗指数年均下降2．8％0，医院有结余；而对照医院的费用消耗指数上升2．4％，时间消耗指数年均上升1．9％0。结论试点阶段经验说明北京新农合的DRG-PPS试点工作取得初步成效。Objective To learn the outcomes of DRGs payment at NRCMS pilots in Beiiing. Methods Data of the pilot hospitals and those as comparison from 2011 to 2014 were used for analysis and appraisal in terms of indexes on the effectiveness and process of cost management. Results At the pilot hospitals, the expense cost index dropped by 3. 2% and the time cost index dropped by 2. 8 % by yearly average, with the hospitals in surplus; while at the hospitals as comparison the expense cost index rose by 2.4% and time cost index rose by 1.9% on yearly average. Conclusion Experiences of the pilots prove initial success of the DRG-PPS pilot work in NRCMS in Beijing.
