大城市基层综合治理机制创新的路径选择——以上海城市网格化管理和联动联勤机制建设为例

摘　　要：随着经济社会的快速发展和城市化进程的加快,大量的外来人口涌向城市,由于公共服务产品供给能力有限,一系列社会管理问题异常突出,给原有的社会管理体制带来巨大挑战,上海部分地区探索社会管理机制创新,实行城市综合管理大联动大联勤机制,打破条块分割,整合各种主体,形成整体力量,逐步提高城市社会管理科学化水平。2014年上海市委"一号课题"明确规定建设以网格化管理和联动联勤为重点的城市社会面综合管理机制,完善基层社会治理体系,进一步提高基层社会治理能力。With the development of economic society and rapid growth of urbanization, a great number of migrants flood into cities. Due to the limitation of supplying public service goods, a series of social management problems have been raised, which become big challenges to the original social management system. Some Shanghai areas are exploring to innovate their social management system to improve the scientific level of urban social management, implementing the mechanism of holistie coordinated linkage through the whole eity to manage social issues, and breaking the barrier of different departments, eombining various subjects to unify as a whole. The construction of network management and coordinated linkage was clearly identified as an important social comprehensive management mech- anism to optimize the basic-level social governance system and governance capability by Shanghai Municipal Government＇s ＂No. 1 Program＂ in 2014.
