摘　　要：介绍了许昌烟区现代烟草农业发展概况,概述了烤烟产业集群建设的指导思想、发展目标及构成要素,提出了烤烟产业集群建设的整体规划和保障机制,为推进现代烟草农业背景下的产业集群发展和竞争力提高提供依据。The profile of Xuchang modem tobacco agriculture was introduced, the main ideology, development goals and components of indus- trial cluster construction of flue-cured tobacco were summarized, the overall planning and safeguard mechanism were put forward, in order to lay a foundation for promoting industrial cluster development and improving the competitiveness under the background of modem tobacco agri- culture.
