土地流转背景下的村干部角色冲突与调适

摘　　要：村干部扮演角色的多重性与复杂性,在土地流转过程中常会出现冲突的情况,如角色内冲突、角色间冲突与角色外冲突。角色内冲突基于村民社会分化以及村干部理想与现实角色的差异,角色间冲突基于村干部的多种代理人身份的张力、应然角色与实然角色的分歧,角色外冲突基于乡镇干部对村干部的领导与被领导关系的界定以及村庄政治的竞争性格局等。经过对土地流转过程中村干部角色冲突类型及冲突原因的分析,提出了从三个层面来缓解角色冲突的调适策略:即要在社会与政策层面、村庄层面和村干部层面开展具体的行动,采取具体的措施,如此才能让土地流转规范有序,乡村治理有序转型。Because of the multiplicity and complexity of roles of the village cadres, the roles of village cadres of- ten appear role conflict in the process of farmland circulation, such as intra-role conflict based on the social differen- tiation of the villagers and the differences of the ideal and the reality of the role of village cadres, inter-role conflict based on the inconsistent multi-identity of village cadres and the difference of the ideal and factual roles of village cadres, and conflicts with other roles basdd on the leadership definition between leaders and village cadres and the village political competition pattern. Therefore, after the analysis of role conflict types and reasons of the role con- flict, suggestions are put forward in the aspects of social policy, village management and village cadres training to solve role conflict by carrying out specific actions and taking concrete measures to promote farmland circulation and transform the rural governance.
