转基因水稻技术应用社会规制的绩效评估

摘　　要：以转基因水稻技术应用的社会规制作为研究对象,运用RIAM模型对转基因技术应用的社会规制进行绩效评估,构建我国转基因技术应用研究社会规制的绩效评价指标体系。主要从生态环境规制、安全规制、营养规制、健康规制、社会经济问题规制五个方面进行了分析,我国转基因水稻社会规制绩效的综合得分为18.7,结果表明我国转基因水稻的社会规制绩效水平仍然比较低,转基因技术应用存在严重的规制缺失问题,基于研究结果提出了完善我国生物技术应用社会规制的政策启示。This article takes genetically modified organisms technology application of social regulation as the re- search object, by transgenic rice as a typical case, using RIAM model of social regulation of genetically modified organisms technology application performance evaluation, and carries out analysis of rules and regulations mainly from five aspects of ecological environment regulation, safety regulation, nutrition regulation, health, social and e- conomic problems, to build China^s biotechnology application research of performance evaluation index system of social regulation. The results show that the transgenic technology application in China social regulation perform- ance of the composite score is 18.7, which means that social regulation of transgenic rice performance level is still low, and rules and regulations lack serious in transgenic technology application. Based on the conclusion, it puts forward policy implications for improving China＇s social regulation of biotechnology application, which is expected to serve as a reference for the government in decision-making.
