摘　　要：大学章程是建立现代大学制度的基石。当前我国大学章程的制定和完善工作即将完成,大学章程能否真正发挥效力引起广泛的争议。文章从大学章程的历史、现状和发展趋势着眼,分析本轮章程制定工作的不足和努力方向,理清制约大学章程效力发挥的各种因素,明晰大学章程效力质疑的困惑。University charter is the basis of modern university institution and its formulation and improvement will soon be accomplished in our country .However ,it has provoked widespread controversy w hether the university charter can play an effective role . T his paper points out the deficiencies in formulating the present charter and what should be done in the future .It also analyzes the factors that contribute to the failure in order to make the university charter to take effect and clear up the doubt on potency .
