威海市城镇化发展过程中农村劳动力转移问题探析

摘　　要：威海市通过吸收大量本地农村劳动力和外地劳动力,推动了城镇化建设的快速发展,已经形成了"一群三轴一带"的城镇网络。但在劳动力转移过程中还存在限制政策阻碍了农村劳动力的流动、农名工待遇有失公平、缺乏配套的公共服务、城市财富被分流、公共服务质量被拉低、劳动力素质偏低等问题。提出放宽落户限制,消除地域歧视,提高农村劳动力的文化素质,建立健全农民工权益保障体系等对策建议。Weihai has formed a ＂group of three axis＂ urban network by absorbing a large number of local rural labor force and land labor. However, in the process of labor--transfer, there are still some problems, such as restricting the flow of rural labor, the lack of supporting public services, the lack of supporting public services, urban wealth, the low quality of public services, and low labor force quality. The paper put forward some suggestion to solve these problems ： relax the settled restrictions, eliminate regional discrimination, improve the cultural quality of rural labor, the establishment of a health care system for the protection of migrant workers＇ rights and interests.
