基于熵权TOPSIS的海域使用分等方法研究——以浙江省工业用海为例

摘  要:海域等别能够反映海域质量的差异,海域分等是保证海域有偿使用制度顺利实施的关键。本文根据海域的经济和自然等属性及其在社会经济活动中的地位、作用等因素构建了等级评估指标体系,以官方数据为基础并利用信息熵模型量化反映各指标的重要程度,采用TOPSIS法对浙江省沿海县(市、区)工业海域进行聚类分析进而划分等别。结果表明:指标权重随着海洋经济、区域社会的发展不断发生变化;海洋等别和海域质量排序有着紧密联系。The gradation of maritime space reflects the differences in the quality of the seawater quality. It is the key to ensure the smooth implementation of the grading system of paid use of sea area. According to marine economy and natural attributes and its position in the social economic activities, the index system of grade evaluation was established. Meanwhile, the paper was reflected the importance of every index by using the official data and information entropy models. All of these were better to help the cluster analysis and fraction of gradation rating with the TOPSIS method in the industrial sea of coastal area of Zhejiang Province. The results showed that with the development and change of the marine economy and the regional society, the gradation of maritime space has close relationship with the sorting of the quality of the seawater quality.
