天津城市化进程中失地农民利益补偿机制构建

摘　　要：当前,失地农民利益补偿已成为社会各界关注的热点问题,故构建有效的利益补偿机制显得尤为必要。这不仅事关失地农民自身利益,更关系到整个社会和谐稳定。通过对天津区县失地农民利益补偿情况的现实考察,发现存在补偿偏低、知情权和参与度不足、满意度不高等现实问题,而补偿标准不合理、补偿范围过窄、集体土地产权不清、补偿款分配混乱是导致农民利益受损的深层原因。最后针对性提出保障失地农民合法权益的配套措施。At present,the benefit compensation for land -lost peasants has become a hot issue of our so-ciety.It is necessary to construct an effective benefit compensation mechanism.This not only concerns the in-terests of land -lost peasants,but also affects the harmony and stability of the entire society.By the survey on the spot in related counties of Tianjin,some problems about land requisition compensation,including less com-pensation,lack of right to know and participation,low satisfaction,and so on,were discovered.The study showed that the unreasonable compensation formula,incomplete compensation,unknown collective land own-ership and unfair distribution led to land -lost peasants’interests losing.In the end,some corresponding measures were put forward to protect the rights and interests of land -lost peasants.
