摘　　要：农村治理机制的变革要顺应政治现代化潮流,即基础权力不断加强和国家与社会力量的协商合作;从实践上看,一些地方的农村民主协商治理实践已经显示出推动民主与稳定的双重功效。因此,要从维护农村稳定大局出发,积极推动农村民主协商治理机制建设,以实践主义精神取代完美主义情结,以程序意识取代效率至上规则,把民主协商治理机制与村民自治机制有效结合起来,通过积累新型的农村社会资本提升农村民主协商成效,以农民利益维护促成农村民主协商的良性运行,在农村纵向与横向政治力量的良性互动中共同维护农村社会稳定,特别是要重视提升农村民主协商治理主体的政治能力。In the background of the rural reforms going far enough, the rural suppressing system has no way to resolve the problem of social stabilization. Basic level governments are in the trouble to untangle the complicated relationship between keeping stable and safeguarding villagers＇rights. So the reform of rural governance mechanism becomes extremely urgent. In theory, the reform should conform to the trend of political modernization, that is, the working of basic power continues to reinforce the cooperation with the state and social forces. In practice, some rural democratic deliberative tests show the remarkable effects on promoting both democracy and stabilization. Therefore, starting from the overall stable situation, we should push forward the construction of rural dem- ocratic deliberative mechanism. The latent perfectionism should be replaced by practical spirit, and the su- preme status of efficiency should also be replaced by procedure ideal. Specifically, democratic deliberative mechanism should be designed to implement villagers＇self - government, whose effect is depended on the accumulation of rural social capital and the protection of the villagers＇interests. Rural social stabilization is achieved by the smooth interaction between vertical and horizontal political forces, especially with regard to the political competencies of governing subject.
