摘　　要：构筑宽松、正常对待性行为的社会环境,赋权增能形成负责任的性行为,提供专业可及的服务保障,建立政策受益者参与政策制订的机制,对流动青年实施有效的性与生殖健康干预具有重要意义。本文以荷兰RAP为指导,从"权利、接受和参与"的角度,审视考察流动青年在性与生殖健康权利与需求方面的变化及问题,并进行评估分析,提出对策建议。Constructing the social environment of relaxed and normal sexual behavior,empowerment and the formation of a responsible sexual behavior,providing professional and accessible service and establishing mechanism of policy beneficiary participation in policy formulation,carrying out effective sexual and reproductive health intervention has great significance to floating youth.This paper is based on the Holland RAP,from the perspective of ＆quot;right,acceptance and participation＆quot;,the changes and problems of the right and the demand of the floating youth in sexual and reproduc-tive health are examined,evaluated and analysed,the the countermeasures and suggestions is put forward.
