摘　　要：微博用户数量的庞大和剧增,预示着我国"微时代"的到来。作为一种新兴的政民互动方式,建立合理的管理制度,规范政务微博运行,防范政务微博所带来的风险,是我国政务微博微运行迫切需要解决的问题。管理者素养不足;微博命名、认证混乱;规章制度的缺乏与失效;功能定位模糊等是政务微博发展的瓶颈。分析其中的形成原因,并提出相应的发展策略:促进政务微博的规范化,提升官员媒介素养;建立多元的政务微博监督机制;促进政务微博服务功能的转变。The enormous number of micro blog users and its sharp increase indicate the arrival of the micro blog era. As an emerging interactive channel between government authorities and civilians, the urgent matters to be tackled with are as following： a feasible managerial system has to be established, the operation of the governmental micro blogs is to be standardized, the risks that may be caused by the governmental micro blogs must be prevented, and due attention should be focused on the deficient literacy of the administrators ; there exist the confusion of the micro blog names and random authentication because of the absence and invalidation of the rules and regulations. Vague and unstable functions can be a hardened bottleneck in the development of micro blogs. This paper analyzed the causes of the formation and presented some corresponding strategies for the improvement of the micro blogs, such as ： push forward the standardization of Weibo of the government affairs, enhance the literacy of officials and media; establish multiple supervision mechanism of governmental micro blogs and expedite the conversion to service function of the governmental micro blogs.
