摘　　要：非洲联盟维和机制以集体安全原则为法律依据,在冲突解决实践中构建了以《非洲联盟宪法性文件》、"AUPSC议定书"以及"ASF政策框架"为主干的法律框架。在这一框架的规制下,非洲联盟进行了一系列维和实践,并在实践中不断进行法规制度的完善。非洲联盟在维和法制建设方面的成就和不足为其他区域组织提供了许多借鉴和启示。By taking the Principle of Collective Security as the legal basis,African Union established a relatively completed peacekeeping legal framework which is composed of Constitutive Act of African Union,Protocol Relating to the Establishment of the Peace and Security Council of the African Union and Policy Framework for the Establishment of the African Standby Force and a Military Staff Committee. Regulated by this framework,African Union carried out a serious of peacekeeping operation,and continuously perfected its legal system. The achievements and lessons of African Union in the field peacekeeping legal construction provided a lot of references and implications.
