摘　　要：城市治理体系创新是国家治理体系现代化的重要组成部分和战略重点。特定的城市化进程及其面临的种种特殊治理难题,决定了中国城市治理既要顺应"城市善治"的变革潮流,更要基于实现城市有效治理的现实目标,探索和建构激发城市活力与维系城市社会秩序有机统一、扩展市民权利与保障公共权力规范化运行良性互动的现代城市治理体系。Innovation in urban governance system is an important part and strategic focus for modernization of national governance system. Specific urbanization process and the various special governance challenges it faces have determined the fact that China＇s urban governance should not only follow the trend of ＂improved urban governance＂, but more importantly, take into account the realistic goals to achieve in effective governance. It is necessary to explore and built a modern urban governance system that can stimulate urban vitality, maintain the organic unity of the social order in urban areas, expand the rights of citizens, and protect the benign interaction for standardized operation of public powers.
