摘 要:从治理到合作治理,治理理论的发展为国家治理体系和能力的建设和完善提供了理论指导,我国国家治理体系和治理能力现代化理念的提出为实现社会主义现代化建设注入了新的活力,同时也对地方政府治理能力提出了更高的要求,传统单一的地方政府治理能力已无法有效地应对社会转型期爆发的种种问题,而需要建构出协同治理能力、依法治理能力、创新治理能力、高效治理能力和危机治理能力五位一体的治理能力体系。江苏省紧跟国家改革步伐积极开展治理能力建设的实践探索,为提升地方政府治理能力积累了宝贵经验,但在有限政府、合作治理理论以及法治政府的理念指引下,我国地方政府治理能力还有较大的进步空间。From governance to cooperative governance, the development of governance theory has been proved to be a theoretical guidance of the construction and improvement of national governance system and capacity. Also, the proposing of our national governance system and the concept of governance capacity modernization both injects new power to the realizing of socialist modernization and puts more demand on the capacity of local government governance. Since the traditional single local government governance capacity fails to effectively handle all sorts of problems cropped out during the social transition period, there arises higher demand for the construction of a governance capability system associated with synergetic governance capability, rule of law capability, innovative governance capability, efficient governance and crisis governance capability. Actively following the pace of national reform, Jiangsu Province has carried out a serious of proactive exploration on the building of governance capacity and accumulated precious experience for the improvement of the governance capacity of local government. However, there is still plenty of room for improvement of t he local government governance capacity under the guidance of the concept of limited governance, cooperation governance theory and the rule of law.
