13清单下无适用无类似单价措施项目价款调整问题研究

摘　　要：2013版《建设工程工程量清单计价规范》(GB50500-2013)对变更工程价款的估价原则做了更加详细具体的规定。但是对第三类变更估价原则—无适用无类似变更项目估价原则的价款确定依据未做详细说明。无适用无类似单价措施项目的范围在清单中也未做明确界定。针对这些问题,在13版清单的基础上,阐述了价款调整时无适用无类似单价措施项目认定的判别方法,结合文献研究及各地法律法规深入探讨了无适用无类似单价措施项目变更估价原则,并对报价浮动率计算存在的争议问题进行分析,以供实际参考。The latest version of pricing specification of bill of quantities on construction project（GB 50500-2013）gives more detailed provisions on engineering price adjustment. However,the third principle doesn＇t introduce the price adjustment basis of no specified or similar work in detail. The definition of no specified or similar unit rate preliminaries is not defined in the code of valuation. Based on the code,this paper explores the identification method of no specified or similar unit rate preliminaries. Then, the paper discusses the valuation principles of no specified or similar unit rate preliminaries and analyses the controversial issues of the calculation of bidding floating rate in order to provide reference for the engineering practice.
