摘　　要：机构发展规划是其未来行动的整体方案设计.是在综合内外驱动变化影响下对未来一定时期发展战略及路径的核心考量、时值国家及水利行业"十三五"规划编制之际,学习借鉴国外同行有关规划,有利于拓展全球视野,把握国际趋势。有针对性地遴选了7家国际知名水利机构的2020年前发展规划,围绕发展愿景、涉水目标领域、设定的行动计划等关键内容,梳理、归纳了各规划的相应表述,并在进一步对比分析的基础上,总结其中的共性特点和趋势,为水利规划以及国际合作交流工作提供参考。Development plan is the overall design for future actions of an organization and also essence of its strategy and path in a certain period in the future under the impact of various drivers of both inside and outside. As we are preparing the 13th Five-Year Plan for water conservancy development, it is beneficial of taking global trend and views into consideration and learning from our counterpart home and abroad. The development plans till 2020 of seven wellknown international water enterprises are chosen for examination of their common features and trends through comparison and analysis, and summarizing their development vision, targets and action plans. Their experiences are of reference value for making water development plan and promoting international cooperation and exchange in China.
