大型体育场馆在公共体育服务体系中的职能分析

摘　　要：采用文献资料等研究方法,对大型体育场馆在公共体育服务体系中的职能进行分析。大型体育场馆具有足量供给体育本体公共服务、政府购买服务主客体的统一、反馈需求、服务弱势群体、解决就业及提供培训、为体育社会组织提供挂靠服务、公共服务示范辐射、服务经验交流与指导等职能。最后,提出了充分发挥体育场馆公共体育服务职能的相关策略,包括发挥体育场馆协会组织职能、完善公众反馈机制、进一步完善优惠和免费开放政策、进一步完善"以奖代补"政策、政府加大服务购买力度、完善服务绩效评价体系、拓宽公共服务融资渠道、完善问责机制等相关措施。Using literature and other research methods,the article analyzes the large stadiums’ function in the sports public services. The large stadiums’ functions are deemed as that large stadiums have the responsibility to supply sufficient sports service. It is the unity of subject and object for government purchase service and it feedback the requirements,offer service for vulnerable groups,solve the unemployment and provide training. It also provide the attribution services for social organization and supply demonstration of the public service and it is helpful to exchange and guide experience for public services.Finally,the authors put forward the development strategy for reflect the service function of large stadiums sufficiently,such as how to provide functions for the China Sport Venue Association,how to improve the mechanism of citizen’s feedback,how to improve the policy of free charge,how to improve the policy of subsidy,how to step up purchases for public services,how to perfect the evaluation system of Service efficiency,how to broaden the financing channel and perfect the mechanism for accountability.
