摘 要:步行是短距离的主要出行方式之一,也是各种交通方式的终端接驳,步行交通成为当今受鼓励发展的出行方式,城市步行质量也成为反映城市居民生活质量的一个重要指标。根据步行设施的功能,步行设施分为人行交通、休闲健身、商业3种类型,不同功能对其要求不尽相同。人行交通系统主要是指位于道路两侧的人行道、城市入口广场(车站、码头等交通广场)、交通枢组(地道、人行横道)、上下交通连接(码头的梯道、上下高层梯道的连接)等地带的步行道,与人的出行息息相关,其规划建设的好坏直接影响人们的出行质量。当前对于如何量化地评价人行交通系统,没有相应的体系系统,构建城市人行交通系统规划和建设的评价指标体系,从设施的配置率和完好率两个方面对城市步行交通系统建设情况进行评价,并提出相应的权重分配及评价方法,包括8个分项指标,这些指标易于调查,便于获得,同时以乌鲁木齐市人行交通建设为例进行评价,通过量化指标得出人行交通系统存在的问题,客观评价人行交通规划及建设的合理性,指导规划及建设的优化。Walking is a main way to travel in short distance. It is also the end of various means of transportation. The pedestrian transport has become an important indicator of city life quality. There are mainly three functions of pedestrian facilities: transport, leisure and fitness, and commerce. Different functions have different requirements. As for pedestrian transport system, it usually refers to both sides of the sidewalks, city entrance squares (such as stations, wharfs and other transport squares), transport hubs (such as tunnels, pedestrian crossings), transport connections (such as pier stairways, connections between upper and lower levels). Thus the planning and construction of the pedestrian transport directly affect the quality of people's travel. Also it is necessary to create an evaluation system for pedestrian transport. This paper proposes an evaluation index system of urban pedestrian transport system, which includes 8 sub indexes and has corresponding weight distribution and evaluation methods. These quantitative indexes are easy to obtain and has examined by the pedestrian transport system of Urumqi. It is hoped this evaluation system is useful in finding problems with the pedestrian transport system and objectively evaluate the efficiency of the system.
