摘　　要：与传统政府投资项目不同，PPP项目在建设实施阶段的风险主要由社会资本方承担，社会资本方如何分摊项目建设风险应该拥有更大的决策自主权，也应该更大程度地发挥市场机制的作用。Different from the traditional projects invested by the government, the social capital will take all the risks from the PPP projects. Social capital should play a more positive role in making their own decision and to give full play to the function of market mechanism.
