摘　　要：上海公共租界纳税人会议是租界的最高权力机关,它脱胎于商人自治。伴随着上海公共租界的发展,纳税人会议所代表的群体发生了变化,维系权力运行的各方力量发生转移和分散,而诸如纳税人会议的特别会议制度、合格纳税人财产资格限制等成为其后期变化的催化剂。纳税人代表性的嬗变是认识近代上海公共租界发展的重要线索。Born out of merchant autonomy,the taxpayer meeting in the public concession of Shanghai was its most authoritative organ. With the development of Shanghai,the constitution of the representatives of the taxpayer meeting changed,which became one of the important clues for us to learn the development of the public concession in modern Shanghai.
