摘　　要：减租退押运动是新区土改前的关键环节,它是新区开展大规模社会动员的一次尝试,并为土改以及此后乡村权力重构积累了丰富的经验。在1949年的征粮任务基本结束后,新政权立即在农村开展针对地主富农的减租退押,通过押金计算动员农民,并利用正在进行的反霸与镇反运动,将退押者笼罩在强大的压力环境之下,最终达到预期目标。运动中制法、执法与违法各行为主体之间的关系值得研究者注意:制法者控制总体局面,但易受到执法者的影响;执法者为实现既定动员目标极易成为违法者,当其面对"己方"违法者时,往往难以严格执法;违法者因处于免责状态而进一步强化了其在运动中的"过激"倾向。而且,三者之间在一定条件下存在角色转换:处于非中央层级的执法者,对上是执法者,对下可能为制法者;制法者对执法者进行的"纠偏",反而可能是推动后者成为违法者的"违法者"。正是这种复杂的三方关系使得运动在动员过程中与既定轨道渐行渐远。这种看似各方共谋的"乱局",在迅速实现动员目标之时,极易成为运动式治理下的"困局"。The campaign of rents- reduce and deposits- return from 1949,a key link before the land reform in New Liberation Area,was a trial concerning the large- scale Social Mobilization. There's a strange phenomena about the regulation making,enforcing and violating. The maker controlled the situation all the time;the executor would easily transform to the violator in order to meet the aim of campaign,and failed to punish the violator of 'our own side',which would be out of controlling. Therefore,it seemed that the chaos conspired from every side was maybe transformed to a predicament in the campaign- style of governance.
