摘　　要：抗战时期,国民政府为抚恤因抗战而伤残的军民和死亡者遗属,激励军民的抗战斗志,制定和颁布了一系列抚恤条例。本文追溯了国民政府抚恤制度的沿革,对抚恤条例进行了文本解读,考察了条例实施情况,并结合时人的评论和建议力图对其作出客观评析,以为当代抚恤制度建设提供有益的启示及借鉴。During the Anti-Japanese War,the National Government formulated and promulgated a series of pension ordinances to comfort and compensate the war- disabled soldiers and civilians and dependents of the war dead,and to boost the anti-Japanese morale. This article traces the evolution of the pension system,attempts a text interpretation of the pension ordinances and explores the implementation of these regulations. In addition,it makes an objective evaluation of the system with due consideration to the comments and proposals of the time,which will lend enlightenment and reference to the construction of pension systems in the modern society.
