摘　　要：美国洪水保险计划是世界上最为成功的巨灾保险制度之一,已成为世界各国研究和探索洪水保险的重要参考。对美国洪水保险的发展、变革历程及其主要内容予以介绍和评述,以期对我国巨灾保险制度的建立有所裨益。America flood insurance program is one of the most successful catastrophe insurance system around the world, so it is the most valuable reference when the other nations study and research the flood insurance. It is helpful for the establishment of China＇s catastrophe insurance system to introduce and comment on the progression and content of America flood insurance.
