摘 要:为解决当前我国经济发展中的收入分配问题并实现居民收入倍增,除了国内的决策部门和专家集思广益、建言献策之外,有必要借鉴国外的经验并吸取其教训。笔者立足于我国日益深化的收入分配制度改革,围绕现阶段我国在2020年实现居民收入倍增的现实目标,解析了日本"国民收入倍增计划"的核心内容和实施路径,总结该计划对日本经济持续增长所产生的推动效果和负面效应,并比较和分析了中日两国实施收入倍增计划的异同点。旨在从提高居民收入在国民收入分配中的比重、缓解经济二元结构以扩大有效需求、加大教育和人力资本投入、振兴科技并提高自主创新能力、发展由注重"强国"转向"富民"的社会保障制度等路径为我国实施"居民收入倍增计划"提供经验借鉴和参考,从而实现居民收入增长与我国经济增长的协调发展,使人民真正享受到经济发展的成果。In order to solve China's economic development in income distribution problems and achieve income doubling, in addition to domestic policy-making departments and experts brainstorming, suggestions outside, it is necessary to learn from foreign experience and learn its lessons. In this paper, based on the re- form of the income distribution system in China, the real goal of China's residents' income doubled in 2020, analyzed the core content and the implementation path of "National Income Doubling Plan", to sum up the er plan.
