摘　　要：阐述了公共检验检测服务平台的定义和基本特征,在对国内其他公共检验检测服务平台比较研究的基础上,进一步论述了宁波创建公共检验检测服务平台的必要性和重要性,并提出了创建目标、战略定位及其实现路径,同时以顶层设计理念就检验检测服务平台示范区建设所涉及的重要问题进行了研究和判断,为最终建成检验检测服务平台示范区提供理论支持。The study is based on the literature research, generalizing the definition and features of the model zone of public inspection and testing service platform. From data studies and market survey,compared with similar model zones strengths in other cities, it has laid a foundation for the study. The study is divided into three main parts to demonstrate the importance and necessity to establish the model zone of national public testing service platform, which are economic development disciplines, the international trade tendency and Ningbo strategic development. Meanwhile, it shows some possible difficulties during the establishment. It also illustrates the recent and short-term objectives, and six development positions for the model zone. Based on those objectives and positions, it concludes the model zone establishment programs and methods, as well as founding rules and systems.
