摘　　要：本文从俄罗斯电子文件管理立法进展、标准建设、"电子文件保管中心"计划、实践进展四个方面进行了分析。研究发现,俄联邦《电子签名法》、《信息、信息技术和信息保护法》等重要法律肯定了电子文件的法律凭证性和法律地位;俄罗斯引进了包括ISO/TR18492、ISO15489、ISO23081在内的电子文件管理国际标准,制定了机关档案室和国家档案馆电子文件收集、统计和保管方法指南;加大了联邦政府对电子文件的集中管理力度,提出并部署"电子文件保管中心"计划;实践进展方面,莫斯科电子载体文件中心档案馆(ЦАДЭНМ)积累了技术、方法和管理经验。但俄罗斯档案部门的物质技术条件有限、专业人才紧缺、财政经费不足,影响了电子文件管理的效果和质量。This essay analyzes the four aspects of the Russian electronic records management：the legislation developments,the construction of related standards,＂electronic records preserving center＂plan and the practical progress.The study shows that,＂Law for Electronic Signature＂,＂Law for Information,Information Technology and Information Technology Protection＂along with other important laws of the Russian Federation have attached some importance on the legal certification and role of these electronic records.Russia has introduced a series of international standards for electronic records management including ISO/TR 18492、ISO15489、ISO23081,which have set rules for the collection,statistics and preservation of the electronic records for the official and national archives.Russia has strengthened its centered control on electronic records and brought forward the ＂Electronic Records Preserving Center＂plan.As to the practical progress of electronic records management,Moscow electronic records archives（ЦАДЭНМ）has rich experience in technology,approach and management.However,the Russian archival institutions are faced with the problems,such as limited conditions,lack of professional staffs and financial funds,which have influenced the effects and quality of the electronic records management.
