武陵山片区家庭农场发展的问题与对策研究——基于100余户家庭农场样本调查

摘　　要：2015年国务院印发《关于加大改革创新力度加快农业现代化建设的若干意见》中提出的农业现代化,解决"三农"问题,正是对2013年家庭农场的一脉相承。武陵山片区作为连片贫困地区的典型代表,发展片区家庭农场是实现农业产业化与城镇化的重要途径。本文首先对国内外家庭农场的发展状况进行了概述和梳理,基于武陵山片区的现状,通过团队对武陵山片区101户家庭农场的电话与实地调查考证,探讨了片区家庭农场的发展现状、作用及特点;进一步分析了制约家庭农场发展的因素及原因;最后,借鉴国内外经验,从政府、金融机构和农场三个层面提出发展连片贫困地区家庭农场的建议。创新性地引进了互联网众筹和农产品期权模式,创新销售方式,拓宽消费市场,以加快农场建设。In 2015,the State Council issued ＂on the increase in the intensity of reform and innovation to speed up the construction of agricultural modernization in a number of opinions ＂, putting forward the agricultural modernization, to solve the problem of ＂agriculture,countryside and farmers＂,which came down in one continuous line with the family farm in 2013. In the Wuling Mountain Area,as a typical representative of the poverty-stricken areas, the development method of family farms is an important way to realize agricultural industrialization and urbanization. This paper overviews and analyzes the development situation of domestic and foreign family farms firstly. Then based on the status quo of the Wuling mountain area,the telephone and field survey on101 family farms in the Wuling Mountain Area, the thesis discusses the present development situation of the family farms,characteristics and functions and further analyzes the factors and causes which restrict the development of family farms. Finally,referring to the experiences home and abroad,it puts forward three suggestions of government,financial institutions and farm for the development of the family farms in the poverty-stricken areas. The Internet crowdfunding and agricultural product options mode are introduced to innovate sales styles,expand the consumer market,and speed up the farm construction.
