农村计划生育家庭生计资本与脆弱性分析

摘　　要：计划生育家庭为我国计划生育工作做出了贡献,理应得到社会的补偿,怎样改善农村计生家庭生存条件,提高家庭发展能力,是一个需要积极探索和实践的现实问题。基于1995年世界粮食计划署(WFP)提出的关于农户脆弱性的分析框架(SL),通过其在农村计划生育家庭的实际应用和生计资本衡量指标的构建,在利用2010年中国家庭动态跟踪调查(CFPS)数据的分析基础上,依据脆弱性=风险-抵御,衡量各类农村计生家庭的脆弱性生状况。农村计生家庭在抵御自然灾害类风险、劳动力缺乏风险以及市场类风险上都存在不同程度的脆.弱性,尤其是在西部地区,面临的问题更为严峻。提出了缓解农村计划生育家庭风险的解决途径。Planned - parenthood families has made a contribution for China＇ s family planning work, and they deserve the compensation of the society. However, how to improve the rural planned -parenthood families＇ living conditions and the ability of domestic development is a practical problem that needs active exploration. This article is based on the Sustainable Liveli- hoods（SL）Approach,put forward by the World Food Programme （WFP） in 1995 to analysis the vulnerability of peasant households. Then, we applied the method on the rural planned - parenthood families and builded a series of livelihood capital measures. After that, we used the 2010 China Family Panel Studies （CFPS） data, and measured the vulnerability status of all kinds of rural planned - parenthood families, according to the vulnerability is equal to the risk minus the resistance. Results show that the rural planned - parenthood families have different degree of vulnerability in resisting the natural disaster risk, labor shortage risk and market risk. Especially in the western region, the problems they faced with are more serious. So we put forward some solutions to alleviate the risk of the rural planned - parenthood＇families,including establish and perfect social assistance guarantee mechanism for them, and also attach great importance to the education and professional knowledge training in rural areas, etc, to fundamentally solve the rural planned -parenthood families poverty, and actively respond to the vulnerability of the family.
